About Jeff
Jeff Waters is a proud son of Utah Pioneers who, except for his university attendance, military service, broadcast, and media assignments worldwide, has lived, worked, and played in the Greater Salt Lake Valley of Utah and the Millcreek area of Canyon Rim his entire life.
Growing up in the majestic shadows of Mount Olympus on the Western Slope of the Rocky Mountains, he spent his idyllic childhood and formative years frolicking amongst the canyons, gullies, orchards, creeks, streams, and open fields of unincorporated Salt Lake County. He was an active and eager participant in all things of the great out-of-doors, including scouting, sports, church, family, and other recreational pursuits.

Jeff was happy, if a somewhat distracted and dreamy student, educated in local schools, graduating from Salt Lake City’s South High School in 1963, where he was involved in athletics, student government, and debate.

In high school, Jeff first launched his fledgling political career by attending Utah Boys State and volunteering for the Govern for President national presidential campaign.

He began his college experience in Logan, Utah, on scholarship at Utah State University, where he pledged Sigma Alpha Epsilon and played football.

Mr. Waters continued his undergraduate studies at the University of Utah, graduating with a Bachelor of Science Degree in Political Science, minoring in Economics and Accounting, and then entered Graduate School at that same University focusing on Commercial Recreation, where he taught undergraduate classes in the College of Health.

He completed his post-graduate education at the University of Phoenix, earning his master’s degree in Business Administration (MBA)

A product and offspring of the Greatest Generation and the instilled pride of country and flag that cohort produced, Jeff answered the call of duty by enlisting in the United States Army and was justifiably proud of his military service during the turbulent years of the Vietnam conflict.
He served honorably for six years, first with the 19th Special Forces (Airborne) and then on an extended tour with I Corps, earning numerous awards and medals. He is a Life Member of the Veterans of Foreign Wars.
Upon his discharge and returning home from overseas deployment, Jeff and his new wife Shirley purchased one of the original farm properties in the Canyon Rim Community of Millcreek, where they raised their family and lived for over forty years.
Pursuing a career as a working PGA Golf Professional, Mr. Waters became a fully certified and trained PGA Master Professional and is a member of an elite group of Golf Professionals in the World to have earned this prestigious title.
He has over 40 years of experience in the business of golf, including ten years of playing the game at all levels; 10 years as a Head Golf Professional overseeing all aspects of the total golf course operation; three years as Director of Player Development for Salt Lake County Parks and Recreation, administering and managing multiple golf course programs and activities.
And for the past 30-plus years, he has been President and CEO of his golf management company, Rocky Mountain Golf Enterprises (RMG), a Utah registered and licensed business that offers golf-related services to the Rocky Mountain market.
Jeff has a long history of involvement in his community’s local and state politics, serving as caucus chairman and delegate to his party’s County and State Conventions.
He twice was his party’s candidate for the Utah State House of Representatives and ran for the inaugural Millcreek City Council. And he energetically protected Canyon Rim’s boundaries and neighborhoods during the Township and Incorporation campaigns.
Jeff remains politically active in Millcreek City, volunteering and supporting his community in many ways.
Jeff served as Chairman of the Canyon Rim Citizens Association (CRCA), Vice-Chairman of the Millcreek Community Council Association (MCCA). He was CRCA’s representative to the Association of Community Councils Together (ACCT) and sat on the Municipal Services District’s Advisory Commission of Salt Lake County.
He has also served admirably on many other local boards and citizen consultative groups, including positions on the executive committees of the YMCA of Greater Salt Lake and the Utah Section of the PGA of America.
In 2022, Jeff was awarded the Lifetime Achievement Award from the Canyon Rim Cares service organization of Millcreek City.
